Taman Pekatra - Abadoned Housing Project for 13 years obtained OC

THERE are 21 abandoned housing projects in Penang with 14 “totally problematic”, said state Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai.
He said five projects were being revived while two others had been completed and were awaiting their occupancy certificate (OC).

“We are trying our best to solve the problems but the licensing and control powers lie with the Local Government and Housing Ministry.

“At the state level, we can only use indirect means such as local autho-rity controls,” he said before presenting resident association chairman Nik Ahmad Saide Nik Him with the OCs of a former abandoned project in Komtar on Monday.

Nik Ahmad Saide received 54 OCs on behalf of the purchasers of Taman Pekatra Indah in Sungai Bakap.

He thanked the various authorities for their assistance and appealed to the state to convert the land title from leasehold to freehold.

“The project was abandoned for 13 years and our lease is for 99 years. We only have 86 years left on the lease unless it is converted to freehold.

“The purchasers are also hoping that they can be exempted from pa-ying the assessment and quit rent charges as they have yet to move in,” he said.

The mixed development project, valued at RM50mil and com- prising 442 double-storey and bungalow units, is currently being deve-loped by Simcity — ETE Venture Sdn Bhd.

The company’s director Kor Yeak Tong said the project was divided into five phases.

“The 54 completed units are under phase one. We expect to get the OC for phase two by December.

“The rest of the phases are in va-rious stages of completion and we are aiming to get the OCs for all the units by 2012,” he said, adding that the main problem faced by the developer now was getting in touch with the purchasers.

“It’s been such a long time and many other developers have come and gone. So, we really need to get in touch with the purchasers to ensure that the project is completed on time.

“About 40% of the purchasers have yet to contact us,” he said.

“The bank will not release the funds and we will have difficulties completing the project as scheduled unless they do so,” he said, before urging the state to help speed up the OC process.

The other four projects which are been revived are Taman Suria (south Seberang Prai), Taman Teluk Air Tawar (north Seberang Prai), Taman Fettes Villa and Taman Cemerlang, both on Penang island.

(檳城)已擱置13年的威南Pekatra Indah花園房屋發展計劃獲得“白武士”完成其中54間雙層排屋後,拯救這個屋業計劃的新城有限公司欲尋找其餘442間房屋的購買者,才能繼續展開興建工程。

倘若新城有限公司無法召集所有的購買者,新城(Sim City)有限公司將無法如期動工。目前,只有大約60%購屋者聯絡新城有限公司,另外40%購屋者仍下落不明。至於第一期已完成的房屋計劃購買者當中,仍有10%未聯絡新城有限公司。

發展計劃總值5000萬

剩餘的442間房屋當中,275間是雙層,147間為單層。根據目前的市場價值估計,這項發展計劃總值約5000萬令吉,第一期的動工日期是1996年。

Peketra Indah花園擁有人傳統甘榜發展合作社(Pekatra)主席尤索夫,週一(6月29日)從掌管檳州房屋委員會的黃漢偉行政議員手中接過入伙准證。在新城有限公司完成了第一期54間雙層排屋的4個月半之後,上述54個單位的購屋者終於如願以償,住進苦等了13年的新居。

購屋者臨時委員會主席聶阿末希望州政府、地方政府、威南縣署等能夠考量居民過去13年面對的損失,扣除部份土地稅、門牌稅等,以減輕居民的負擔。

居民盼獲永久地契

“由於發展計劃已拖延了13年,使得99年地契只剩下86年。居民希望能夠把土地擁有權轉換成永久地契。”

尤索夫指出,傳統甘榜發展合作社原本與Multi-Tracks聯營推出Pekatra Indah花園房屋發展計劃,Multi-Tracks後來無法承擔一筆債務,致使Pekatra Indah花園房屋發展計劃遭擱置。

他說,在新城有限公司接手之前,曾有兩三家發展公司有意接管。直到新城有限公司介入後,終於成功重建第一期為數54間的雙層排屋。

第二期排屋料年尾獲入伙證

另一方面,新城有限公司正在重建的第二期共74座雙層排屋,預料可於今年尾獲得入伙准證。但新城有限公司董事辜義中表示獲得入伙准證的日子仍需視申請基本設施程序而定。

新城有限公司董事經理駱彥忠、雙溪峇甲區州議員馬達的助理蘇克里等人也出席週一的移交入伙准證儀式。

黃漢偉:讓白武士速完成擱置計劃
圖測申請手續將簡化

黃漢偉指出,州政府通過與購屋者和發展商對話、簡化圖測申請及豁免部份手續費,鼓勵白武士儘速完成擱置的發展計劃,讓購買者順利入住新居。

他透露目前正在復建的被擱置發展計劃計劃蘇麗雅花園、直落斗哇花園、花地園公寓、珍美園、MALWIRA花園和維多利花園,另外還有14個房屋計劃正等待白武士伸出援手。

他表示州政府將繼續協助解決擱置發展計劃,同時繼續研究屋業發展的問題,至於有問題的發展商將被州政府列入黑名單。

Pekatra Indah花園房屋發展計劃的購買者受促聯絡聶阿末(019-4454949),讓發展商能夠順利獲得銀行融資展開工程。
